the amendment was necessary because prior people of lower class could not vote because the tax on voting cost to much being 2-4 dollars, 40 in today's money. this caused a large amount of lower class citizens to not be able to afford to vote

the 24th amendment caused many more races and classes of people to be able to have easy access to vote, resolving political unrest within the country.
